I?ve been to a number of private homes, mostly in the West, where the occupants favor a look I?d call ?expensive Mexican handicraft.? The walls are various shades of splotchy burnt orange and mustard, the chairs made of intricately carved wood with luxurious leather slipcovers, the silver platters enormous creations of hand-hammered metal.
I bring this style up not to draw attention to the dining room at Alma Cocina but rather the food, which feels to me like an edible cognate of the same soulful yet highly decorative design sensibility. The menu here may at first glance offer the homey, handcrafted fare of Mexico we all love ? the chips and salsa, the tacos and tamales, the beans and rice. But it does so with a carefully wrought tastefulness that always let you know you?re in a nice restaurant.
This observation may sound like a dig, but it isn?t. I would be forever happy with a sampler of four salsas ($8) ? roasted tomato, bright tomatillo-avocado, chile-musky salsa negra and sweet mango-habanero ? with even more kinds of chips to dip into them. Corn, yes, but also malanga, plantain, yucca and fried pork skins. Factor in some guacamole topped with the yin and yang of diced butternut squash and smoky chipotle ($7) and a gorgeous Amatit?n margarita ($12) made with custom-barreled Herradura reposado tequila, and my mood shifts from happy to supremely content. Does this feel ?really Mexican?? Does it matter?
Alma Cocina ? the latest from Atlanta?s Fifth Group of restaurants (Ecco, La Tavola, South City Kitchen) ? has taken over the restaurant space in the lobby of One Ninety One Peachtree Tower first developed by the Il Mulino restaurant chain. Whereas the former tenant used the monumental marble architecture to add grandeur to its indulgent and expensive Italian dinner house concept, Alma instead turns the space into an inviting respite downtown. A rough-sawn wooden ceiling absorbs the sound, and while there is no mistaking the expensive Mexican handicraft look (check out the chandelier shaped like an agave plant), humble materials such as decorative concrete blocks and reclaimed oak counters keep it comfortable for both locals and conventioneers alike.
Chef Chad Clevenger, a veteran of some well-regarded restaurants in the Rocky Mountain West, prepares a whole lot of pretty, reasonably priced dishes. Our table goes into high ?try this, try that? mode when the plates start arriving. Corvina sea bass ceviche ($9), bright with lime and chile, is scoopably delicious, particularly when your spoon discovers the layer of creamy avocado mousse in the bottom of the dish. A flaky huitlacoche empanada ($7) pits gooey Oaxacan cheese against the truffle-like funk of the fungus otherwise known as ?corn smut.? Fried avocado taquitos ($7) are better than any I?ve tried, thanks to the savory coating of dry cotija cheese encasing each squishy morsel. A pork pibil tamale ($8), steamed in a banana leaf rather than a corn husk, has a fantastic smoky undertone, thanks to a bit of bacon in the masa dough. I haven?t tried a better tamale in Atlanta.
I only wish Clevenger would break out the fresh masa more often. How great it would be to have some warm, handmade corn tortillas with the guacamole and then again with the entrees.
The kitchen does prepare a soft corn masa base for the open-faced heaps called ?huaraches.? The name, which means ?sandals,? refers to its oblong shape. Usually huaraches have a thicker, crisply fried corn masa base, which I prefer. We try one with shredded braised goat ($6) and strips of roasted chile, and another with mushrooms, butternut squash and charred onion ($7). Neither shouted with flavor (the vegetarian one supposedly contained the pungent herb epazote), but both had some appeal in a pass-and-share way.
There are some dishes that look great and sound great but don?t leave much of an impression. A lunch entree of duck confit chilaquiles ($11) with tomatillo salsa, white bean puree, crema, cheese and fried eggs heaped over corn tortilla crisps sounds like the dish I live for, but doesn?t have that kind of soppy, kind of crisp texture of honest chilaquiles. It?s too refined to register.
If you?re more of a real entree than a pass-and-share kind of eater, then I?ve got good news: Both ?platos mayores? (main courses) we try are terrific. A lunch entree of corvina sea bass ($15) with yellow mole, citrus-avocado salad and grilled moons of chayote squash deftly pits the fresh, mild fish against layers of heat, sweetness and acid. At dinner, a flat iron steak ($24) finds itself at the center of a plate with cool avocado-arugula salad, rich chile-goat cheese potato gratin and a smoky adobo sauce that brought it all together into a whole lot of soppy yum.
It may be hard to stop eating this, but do if you want to deserve your coconut tr?s leches cake with tart passion fruit sauce ($7). The churros ($5) with three dipping sauces (traditional chocolate, salted goat?s milk caramel and lemon curd) seems like more of a clever decorative idea than an actual good dessert. Those cinnamon sticks slicked with thick lemon jam make for a sugar shock.
Though I like to review all restaurants on their own merits rather than their ownership, I must note and praise the Fifth Group service style. As at the other restaurants, these folks exhibit a special kind of agency. They show you their personalities and take ownership of your experience, helping you decide what and how to order. This helps you form more of a personal bond with the restaurant ? even if it?s in a downtown office tower and filled with conventioneers.

Wednesday night's Republican debate in Arizona may be the most crucial yet. But Mitt Romney isn't the only one facing pressure. Rick Santorum needs to show that his rise to the top is real.

Santorum?s first task, Mr. O?Connell says, is to take his strong views on social issues ? a plus with the so-called ?values voters? in the Republican base ? and turn them into a discussion on limited government and strong families, not about telling individuals what to do. In recent days Santorum has been all over birth control, women?s role in society, and same-sex marriage.
Then there?s the story about his 2008 speech on how Satan was ?attacking the great institutions of America,? now in its second day on the highly read Drudge Report. When asked about it Tuesday, Santorum didn?t disavow the remarks.
?I?m a person of faith. I believe in good and evil,? Santorum said in response to questions from CNN, host of the Wednesday night debate, which begins at 8 p.m. Eastern time.
Then he added that he didn?t think the topic was relevant to today.
?What we?re talking about in America today is trying to get America growing. That?s what my speeches are about. That?s we?re going to talk about in this campaign,? said Santorum.

Obama campaign names 35 national co-chairs
WASHINGTON (AP) ? President Barack Obama's re-election campaign has named 35 national co-chairs, including elected officials, campaign volunteers and a few celebrities.
Among the Democratic politicians serving as co-chairs are Massachusetts Gov. Deval Patrick and Illinois Sen. Dick Durbin. Rhode Island Gov. Lincoln Chafee, a Republican-turned-Independent, will also serve as a co-chair.
The campaign also named actress Eva Longoria and former White House staffer Kalpen Modi, better known as the actor Kal Penn, as co-chairs. Five campaign volunteers from key battleground states have also gained the title of co-chair.
The list also includes Obama's two former White House chiefs of staff: Bill Daley, who left the administration earlier this year, and Rahm Emanuel, who now serves as Chicago mayor.
The campaign says the co-chairs will advise the campaign on key issues and help mobilize voters across the country.

Climatologist Michael E. Mann is most famous for what he calls one of the ?least interesting? aspects of his work. In the 1990s he used data from tree rings, coral growth bands and ice cores as proxies for ancient temperatures, combining them with modern thermometer readings. This annual record of temperature variations over the past millennium offered insights into natural climate cycles. As an ?afterthought,? he included a graph of average temperatures in the Northern Hemisphere going back to the 1400s in a 1998 paper (he later extended it to A.D. 1000). That ?hockey stick? graph, which shows temperatures bouncing up and down before rapidly rising more recently, became an icon of climate change.

Contraception, Cheap Sex, and the Nonmarital Birth Rate | Black ...
Every once in a while something in the New York Times will bring a smile to my face and offer hope. Well, that wasn?t this week, yet again. In Saturday?s edition came the discouraging news that over half of babies born to American women under age 30 are being born to unmarried mothers. Since the overall total is 41 percent, it means women over age 30 are more apt to be married when childbearing. But I think most reasonable people can still agree that it?s better?on average?when fathers are engaged in their children?s lives than when they?re not.
Now, I haven?t come down too hard on contraception in my previous writings and two books, but it boggles my mind to think that the logical answer to slowing the skyrocketing nonmarital fertility rate is to pump more (and free) birth control into the relationship system (which is also called the mating market, and once was called the marriage market, back when the pursuit of sex and the timing of marriage were more tightly connected). It?s a little like printing money to stimulate an economy: it sounds like a helpful thing, it could work, but it may backfire, and it?s hard to know with confidence what exactly will happen, and whatever happens may well generate unintended consequences, but it sounds noble because at least it?s doing something.
To be sure, contraceptive usage prevents very many pregnancies?duh?but what it doesn?t prevent is all of them, given normal contraceptive failure rates (which vary) and the fact that many people don?t use them correctly (due to lots of reasons, ignorance being only one of them). But what I think typically gets left out of discussions about contraception?because it?s challenging to accurately discern it?is the effect on sexual decision-making of the wide social uptake of the Pill. One can argue whether it?s moral or not to use the Pill, or whether it?s immoral to deny access to it, but the Pill inarguably contributed directly to the single-largest drop in the ?price of sex,? that is, how much relationship commitment is necessary (on average)?before women agree to sex with men. (If you?dislike this exchange mentality altogether and think it shouldn?t exist, well, you?re living in a dream-world.) This shift didn?t happen overnight; social change of such magnitude never does.
But it makes sense: take the risk of getting pregnant out of the equation (or in actuality, reduce the risk) and sex obviously will seem more advantageous and attractive to many. And it has. In other words, as the NYT focus on women in Lorain (Ohio) makes remarkably clear, in the era of the Pill people simply have sex in a nonmarital relationship more quickly than their grandmothers did, especially in their 20s. (I interviewed one college-educated woman last summer who tended to have sex on the first date if she didn?t think there was a future, but waited till the second or third date if she liked them and thought there was such a possibility?which so far as I can tell means ?a relationship that lasts a while.? Marriage seems too much to hope for, although she would definitely like to be married someday.)
Add in the factors above?contraceptive failure rates and usage errors?and multiply by amount of sex that is going on and voila: you have more unexpected pregnancies than you anticipated, as a Nobel-winning economist documented over 15 years ago. It?s because the overall amount of sex occurring is greater, and the barriers to it much fewer, while contraceptive usage errors remain stable. Below is my own simple documentation of how wide uptake of the Pill can actually lead to comparable numbers of pregnancies and much greater nonmarital fertility than the pre-Pill era. (Note: this won?t be a completely-accurate formula, but rather my own guess-work).
Older pre-Pill model: 100 couples * 0.40 probability of an off-and-on premarital sexual relationship (due to fears about pregnancy risk, although probability that couples have ever had sex will be higher than 0.40) * 0.30 probability of pregnancy
risk in a year of frequent sex among a minority, infrequent sex among some, and little or no sex among plenty = 12 premarital pregnancies, and 10 marriages in a system wherein ?shotgun marriages? are common = 2 nonmarital births (or 17% of births outside of wedlock).
Newer Pill-era model: 100 couples * 0.92 probability of a consistent sexual relationship (due to mating-market expectations of prompts sex and high confidence in contraception, which is unevenly practiced in reality) * 0.15 probability of pregnancy risk in a year of frequent sex among a mix of perfect, average, and poor contraceptive use habits across the 92 couples = 14 premarital pregnancies, only 4 of which become pre-term marriages = 10 nonmarital births (or 71% of births out of wedlock).
Heck, even ?perfect usage? of the withdrawal method produces a lower risk of pregnancy than ?average usage? of the Pill. (Of course, we all snicker and presume that perfect use of withdrawal is probably unrealistic, but that perfect use of the Pill is simply a matter of better education. But ?perfect? anything is simply not going to happen in a community of human beings.)
Now, don?t hold me too closely to the exact probabilities above; some would argue with my probabilities, and I?m sure they?re probably off on some aspects. But my point is simply to document that wide (but average) contraception usage can still spell lots of pregnancies, and?uniquely today?more nonmarital births. Today?s unmarried couples very likely have more frequent sex (on average) than did couples who didn?t have access to the Pill. (They certainly have more relationships, and relationships tend to exhibit diminishing sexual frequency over time.) Thus the risk of getting pregnant in a year will be affected not only by average contraceptive usage habits but also by frequency of sex and perceptions of the risk of ?risky? sex. (That is, if your friends are better at perfect pill usage practices than you are?but you don?t actually know that?you?re more apt to be sub-standard in your own usage and yet think you?re more protected from pregnancy risk than you actually are).
Additionally, not all unplanned pregnancies are as accidental as you might think. I have interviewed?and know?women who, longing to feel close to their partner in an physical/emotional way that is completely understandable and human (and a good reason for being married), elect (sometimes passively, sometimes actively) to not use contraception all the time (just most of the time). It used to be framed as ?entrapment,? but men frankly aren?t easily entrapped anymore in the contemporary mating system wherein women are understood to always have a choice about a pregnancy?s conclusion, rather than a system wherein pregnancy (and thereafter, birth) was simply a chance couples took in their sexual relationship.
You can blame women for not being selective, but frankly?as a second Times article aptly highlights?the pickings in men are getting slimmer. Partly, the tough economy is to blame, and it?s one of the easier influences to document. I don?t want to underestimate that; the disappearance of the good working-class job is tragic. I suspect they won?t readily return, even if we got tougher on outsourcing. (Facebook employs a fraction of the employees that Ford Motor Company once did, and the former requires no assembly lines.)
But one of the more challenging influences (on nonmarital fertility) to assess is the effect of this long-term, entrenched ?discount? on sex. Discounting the price of sex doesn?t, I assert, make men better or women happier, at least not on a grand scale. And I daresay that none of us really prefer this nonmarital fertility pickle we?re in, whether we find ourselves on the Left, the Right, or in the middle. But it?s where we?re at, and will likely stay. Hang onto your hats, folks.

Who goes there? Verifying identity online
ScienceDaily (Feb. 17, 2012) ? We are all used to logging into networks where we have a unique identity, verified by the network server and associated with our account for other members of the network to see. Such an identity-based network system is useful because it is relatively simple. However, there are three major drawbacks including loss of anonymity of communicating users, misplaced trust and identity theft.
Researchers at the University of Texas at Austin have devised a new type of network that allows users to be authenticated without relying on unique identities.
Writing in the International Journal of Security and Networks, Mohamed Gouda and colleagues asked themselves how they might get around these three problem areas of conventional networks. How can one design a network without user identities and what does it mean for a user to authenticate another in such a network? They suggest that rather than each user having an identity, a network based on an addressing system associated with an unlimited, user-selected list of pseudonyms can circumvent all the problems of loss of anonymity, identity theft and misplaced trust. The network authority server is then the only party, other than each user that knows their address and which of their pool of pseudonyms is associated with the address at any given time.
"The problem of anonymous communication over a network is an old and respected problem, and has inspired a considerable amount of research," the researchers explain. Papers dating back to at least 1981 have attempted to address this issue. Anonymized email based on encryption and the layered connection approach of the Tor protocol, and Onion routing, have been used successfully over the last couple of decades. However, all of these approaches have scaling problems that limit the number of concurrent users without huge investment in network servers to carry the requisite data traffic.
The researchers explain that in their novel network structure users do not have identities. Users are contacted by searching for their pseudonyms, which they change frequently. Authentication is done by the users themselves, not by the certification of a central authority. In this network, as there is no identity, there is no identity theft. "We suggest that this may be a whole new kind of network, distinct from both traditional client-server and reputation-based peer-to-peer networks," the team says.

Exterior doors including storm doors.
Insulation.
Metal and asphalt roofs with heat-reduction components.
For these items, you cannot count costs for site preparation, assembly, or installation.
Claiming the Credit for Equipment Costs
For the following items, the maximum credit equals 100 percent of qualified 2011 expenditures up to the $500 limit (reduced by any credit claimed in earlier years).
High-efficiency central air conditioners; electric heat pumps, electric heat pump water heaters; water heaters that run on natural gas, propane or oil; and biomass fuel stoves used for heating or hot water. The cap for these items is $300.
Furnaces and hot water boilers that run on natural gas, propane, or oil?subject to a cap of $150.
Advanced main air circulating fans used in natural gas, propane, and oil furnaces?subject to a cap of $50.
For these items, costs for site preparation, assembly, and installation are eligible for the credit.
Manufacturer?s Certification Is Required
You must obtain a manufacturer?s certification that the product in question qualifies for the $500 credit. The certification may be on the product packaging, or you may be able to print it out from the manufacturer?s website. In any case, keep the certification with your tax records. You won?t need to attach the certification to your Form 1040, but Form 5695 (Residential Energy Credits) will be included with your return.
Because the expenditures for these items can be big, the credit amounts can be big too. And there are no income limits. Even billionaires can take advantage.
This second credit is available through 2016, so there is no big hurry. If your 2011 credit is so large that you cannot use it all up on this year?s return, you can carry the excess forward to 2012 and beyond.
Qualified Expenditures
The credit equals 30 percent of qualified expenditures including costs for site preparation, assembly, installation, piping, and wiring for the following gear.
Solar water heating equipment for your U.S. residence (including a vacation home).
Solar electricity generating equipment for your U.S. residence (including a vacation home).
Wind energy equipment for your U.S. residence (including a vacation home).
Geothermal heat pump equipment for your U.S. residence (including a vacation home).
Fuel cell electricity generating equipment for your U.S. principal residence. Vacation homes don?t count here. For this part of the credit, the maximum annual credit amount is limited to $500 for each .5 kilowatt hour of fuel cell capacity that you add during that year.
Special Rules
You cannot claim the credit for equipment used to heat a swimming pool or hot tub, and special rules apply to expenditures for residential co-op and condominium buildings.
You Must Get a Manufacturer?s Certification
Again, you are required to obtain a manufacturer?s certification stating that the equipment in question qualifies for the credit. You don?t need to attach it to your Form 1040, but keep it with your tax records. A completed Form 5695 will be included with your return.

Obama boosts funds for Alzheimer's research (Reuters)
(Reuters) ? The Obama administration plans to spend an additional $156 million over the next two years to help find an effective treatment for Alzheimer's, a fatal brain-wasting disease that affects more than 5 million Americans.
The White House said on Tuesday it will spend and extra $50 million this year, and it will seek an extra $80 million in fiscal 2013 to bolster Alzheimer's research. Obama also plans to spend an additional $26 million in programs to support people who care for Alzheimer's patients.
The spending increase is intended help make good on a U.S. target set last month to find a way to treat or prevent Alzheimer's by 2025, a goal some experts fear is too ambitious.
Current drugs help manage symptoms but so far no therapy can stop the progression of Alzheimer's, which can start with vague memory loss and confusion before progressing to complete disability and death.
Experts predict that without an effective treatment, the number of Americans with Alzheimer's will double by 2050 and related healthcare costs could soar to more than $1 trillion a year.
These projections are simply staggering," National Institutes of Health Director Dr. Francis Collins said in a statement. "This new funding will accelerate NIH's effort to use the power of science to develop new ways of helping people with Alzheimer's disease and those at risk."
The $50 million cash infusion this year brings the U.S. Alzheimer's research budget to half a billion dollars, an improvement, advocates say, but still far short of what the nation spends on other chronic diseases.
The spending will support the nation's first comprehensive plan to fight Alzheimer's disease, an effort mandated by the National Alzheimer's Project Act signed into law by President Barack Obama last year.
The project will coordinate government-wide efforts to prevent and treat the disease and create a national strategy for Alzheimer's.
Australia, France and South Korea already have comprehensive Alzheimer's plans, and global experts have been urging the United States to take a leadership role.
"Today's announcement reflects this administration's commitment to confronting Alzheimer's, a disease that takes a devastating toll on millions of Americans," Health and Human Services Secretary Kathleen Sebelius said in a statement.
So far, U.S. investment in the search for Alzheimer's treatments has fallen short of what the nation spends on other chronic diseases, such as cancer and heart disease.
Roughly $6 billion is spent each year by the NIH on cancer, which affects about 12 million Americans, and more than $4 billion on heart disease, which kills more than 800,000 nationally each year.
Alzheimer's advocates advising the HHS on its research strategy have said it will take as much as $2 billion a year in research funding to make a significant difference in finding an effective treatment.
"This infusion of funds is important," said Harry Johns, president and CEO of the Alzheimer's Association, who called the disease "the public health crisis of this century."
Dr. Ronald Petersen, a Mayo Clinic researcher who chairs the HHS Advisory Council on Alzheimer's Research, said he sees the announcement as a good faith gesture by the administration.
"In these times, one could not realistically expect a billion or 2 billion dollars to be allocated in next year's budget," Petersen told Reuters.
But over the long haul, he said it will take a significant amount of funds to meet that target.

Even though a restaurant server had marijuana and Xanax in her system at the time of a workplace injury, an appeals court has recently ruled in her favor. This means?she is?entitled to receive workers' compensation.
The accident happened back in 2008. At the time, the server was working for a seafood restaurant when she tripped over a box of potatoes that was left in the food preparation area. Right after the accident she went to the emergency room, and per the employer's workplace policy, she was given a drug test.
The woman tested positive for marijuana and Xanax. However, it turns out that she had smoked the marijuana four days before the accident, and she was prescribed to take Xanax for a back problem.
Her employer and its insurance company attempted to argue that she should not be entitled to workers' compensation benefits because she had drugs in her system. However, a workers' compensation judge found that intoxication was not a contributing factor to her fall.
In the court's opinion, the fact was also brought up that the woman had been able to successfully perform all tasks of her job before the accident, and that no one had complained about her work performance the morning of the accident.
In the end, it was determined that the woman is in fact entitled to medical care and temporary total disability benefits.
Overall, this case highlights the fact that sometimes an employer and/or its insurance company will attempt to get out of their legal obligation to provide an injured employee with benefits. However, it's important to not give up, but rather to make sure that you have proper legal representation on your side to get the benefits you are entitled to.
